It is algae, and it collects in the corners of frames and along sills because those are the spots that stay damp longest. It sits in the texture and in the joint lines instead of on the flat, which is why a rinse or a wipe never quite shifts it and why it comes straight back. It needs working by hand with a suitable cleaner, and that is the part most quick jobs skip.
